The website says they are under renovations till 2022 on the beach side. So no beach actives at the state park.There are plenty of beaches to enjoy. I always enjoyed the beach down at San Luis Pass. There is also free access closer to East beach, where you can drive on the beach.
It would be a haul to walk from campground to beach. When we were there they wouldn’t let you on the state park beach, but other areas were open. Hopes this helps.
If you are staying on the beach side, we did not have any issues walking across the sand dune to get from our site to the beach. Some spots are further from the walkways, however, you should be able to do so without issue.

I was there a year ago. You could to the beach by taking a very rough lane just to the east of the beach campground area. Thereare several public access areas as you drive back toward town.
