Per person 16 years or older. But, if you are not fishing, you can use the new CPW SWA Pass that is cheaper than a fishing license. It is $10/day for each person 16 or you can get an annual pass for about $40/person 18-64, and $10/person 16-17 or 65 . Kids <16 are free for both fishing and use of an SWA.

It is per person. I don't know why some answers mention "per vehicle." However, the website clearly states "everyone." Additionally, the ranger came and asked everyone to show their permits.

Anyone over the age of 18 is required to have a SWA or Fishing or Hunting License.
