Can you make a reservation? Or is it first-come, first-served?

You can make online reservations and I would highly recommend it. This morning there were 28 vehicles that were dry camping on the highway (159), and not in the campground. I’m presuming the campground was full and they did not have reservations.

You will need a reservation. It's on recreation.gov.
