I am an international traveller with a rental mustang. Is it safe to drive it to the shore? How can I get a permit?

Went to the end in fear of falling off steep cliffs, then turned back around and slept in one of the pull offs near the entrance to the dirt road.

Dispersed camping in an open gulley at the end of a gravel road. I stayed here in preparation for a kayak trip in the Black Canyon Wilderness. The road in was washboard, but easy in my front wheel drive van. It offered great access to the lake and I had cell service. The burrows or donkeys added something unusual. Not much room to spread out, little privacy and more trashy than most dispersed camping I’ve done. The vault toilet was worse than average, but not terrible.
For me, the water access, location and burrows balanced against the somewhat cramped, dirty setting created a mediocre experience. I’d stay again during low use periods to access points south of Vegas. Overall, I felt the mountains west of Vegas offered better dispersed camping.

The sand is super rocky. The burros and very friendly, the coyotes stand offfish. It took a while to find a spot that was semi level there were quite a few cars camping right at the lake. The weekend was pretty busy with a scub class and people hanging out. We have a little inflatable boat so the close proximity to the water was really nice. We were able to see the Hoover dam from the water and caught some fish for dinner.
We left when a wind advisory came up. We didn’t want to get stuck in a wind storm down there.
Overall it was nice but a pain in the butt to get there.

Steep cliffs; one lane at points. Want to back up a 45 degree hill with deep drops on both sides? You really should have 4WD to navigate the 3 miles in. It took me 20 minutes to drive the 3 mile rocky road. Nothing is close to level. I drove around and around. I was alway off by at least 8 inches. Most of the time I was off by a foot or more. I'm not that picky, but my propane fridge is. I just could not make it work. No matter how hard I tried to get close to level, things would slide off my kitchen counter due to being so tilted.
Fortunately, another van guy saw me driving in circles looking for anything close to level. He guided me to a pull-in about 1/4 mile up the road, where I could use my leveling blocks to get level. I stayed two nights.
Lots of trucks and jeeps coming and going all day and night. At night, people drive up to the pit-toilets, so it's pretty annoying to have constant traffic and bright lights if you are parked near the road.
The views are spectacular. The lake is clean. Lots of trash in the camping area.

We had a car on our tail most of the way in, and when we began backing up they decided to film us. This honestly annoyed me, but it is what it is. We were here on a Friday night, and I assume locals use this area to hang. Because no fewer than 20 cars passed our spot on the way out to the lake after 10pm.
The next morning we headed down to the lake, surprised that there was only one person camping with all the car traffic we heard. I was also shocked that we ended up not picking up much trash.
There are fire pits all over this area, and a pit toilet, didn't check it out.
There were a few day users this morning.
This is a great place to be, it's very pretty, and other than the late night traffic, it's a really great place.

Lake was beautiful, dog loved the swim. Coyotes running the place they got pretty close to other campers and ourselves which was a bit worrisome... but they didnt seem aggressive more like they were used to humans and the food they leave behind...having our dog made us feel better. Slept in the van but the dog was up all night 1st the coyotes, then a couple hours later he was going crazy because a wolf pack was within arms reach of the van.. pretty intense as we have never seen them so close before. Dog scared them away. Lastly in the earlier parts of the morning a pack of donkeys surrounded the van waking up the dog again. Didn't get much sleep but it was pretty cool seeing all the wildlife.

There isn't much waterfront area, and that was taken by day use and some "permanent " looking busses. There was a good amount of local party goers with loud music and dogs. The road in is fairly steep and rutted in sections. We wouldn't want to pull a trailer in here with 2wd. Saw a big horn sheep up on the cliffs. And saw the remnants of burrow poop, but no actual burrows. Temps got up to 89 during the day, but dropped to around 50 at night. Verizon service was 3 bars.

The road in wasn’t too bad. There were several other campers around but most camp sites are spaced out pretty well.

The views are stunning with plenty of wildlife. It has great underwater viewing for snorkelers especially in the other cove. You can snorkel, swim, or kayak to get a view over Hoover Dam (It took me about 25 minutes to snorkel there) Skinny-dipping is common and everyone seems cool with it. Two spectacular hikes with hot springs and the Colorado River are within a few miles drive: Arizona Hot Springs and Goldstrike Canyon. You can camp here up to 15 days at a time. You want to camp near the Lake. I've heard people get ticketed for camping near or on the dirt road entrance.
