Technically yes, open year-round, but it's up in the mountains and likely not safely accessible for a few months in late fall through early spring. Note for planning your trip that dispersed camping means that these are primitive sites without facilities, somewhat difficult to access, and there is no cell signal anywhere nearby.

I imagine at some point the roads are covered with snow and this is not accessible.
