We stayed here after all the other campgrounds in the area were closed. They offered electric only after October 31st. Normally there would be water as well. I did not see any dump site. The service was poor as there were no registration envelopes yet they expected you to fill one out. The building that looks like a manager house was not and I never saw the manager. The site was fine stone and was level. Power was on the wrong side but we reached. No other facilities that I could see. A neighbor told me they had loud Karaoke music two nights per week but not the ones we were there. Absolutely no cell phone signal or antenna reception in this deep valley. It is about a 10 minute drive to Dubuque. The sites were close but they had some of all lengths. Apple Maps took me to completely the wrong area. I would pick another place if I had a choice.

I'm not one of those people who intentionally only write bad reviews, but this place needs to come with a warning.
We selected this County Park strictly due to it's location. We like to do cave tours and Crystal Lake Cave is only 4.5 miles from the campground, plus the Field of Dreams Movie Site is within an easy drive.
Before you even arrive at the campground, right on a side channel of the Mississippi River, you'll need to negotiate a steep declining (possibly 20% grade) roadway which has no room at the bottom where there is a heavily used railroad track with no guard gates, only blinking lights.
There were numerous deep rutted scrap marks on the asphalt which concerned us because we tow a 27' Airstream (low clearance). While we were here someone approached us asking how we did coming into the park. He said they live in the area and store their boat in the marina, but have never brought their 23' foot Airstream into the park due to the roadway.
The campground itself is possibly 3 star, the sites are relatively level concrete pads with decent separation between sites, but no privacy.
Now for the bathrooms. They are old and dirty, bare concrete block walls and concrete floors. Two shower stalls in each and two urinals, all in need of cleaning. But the worst was when I went to take my shower on Wednesday, Day #3 here.
Someone had taken a crap in the non-handicap shower stall. Not a little child's pile, no this was a full sized adult pile and to prove their point they figured if they threw their underware over the main pile it was all better.
Now I did call the park office, there is no one on the property to contact, and they said they would send someone out ASAP. I guess this review is more a review of they people who use the park. It was obviously a private campground and marina in the past and at some point the County purchased it to operate.
There is a highly used free boat ramp and the far end of the park with heavy fishermen traffic early in the mornings. As mentioned before there is also a train track very nearby and there are trains running after midnight, all sounding there horns at the crossing just outside the park.
