With 600 sites this is a large Park that wouldn't feel crowded even when full. I was there during a winter storm that covered the grounds with ice. A wonderful place to wait out the nasty weather. Loved the peace and quiet. Man at checkin was friendly and helpful.

I have been coming to Garner since the 70s. It has doubled in size since then. Being the most visited state park in Texas says something. The Frio River is hard to beat and 13 miles of hiking trails can satisfy most hikers. And if you’re into road cycling, the area offers some of the best road cycling in the state.
The facilities are a little dated, but clean. We were here in the off season, but summers here can be packed with long lines to get into the park.
After almost 50 years this is still one of my favorite Texas state parks.
AT&T cell reception in the Rio Frio campground was solid with over 100 mb down and 12 up.

This is the busiest park in the Texas State Park system and it shows. There were a ton of people in all the sites save for maybe Persimmon Hill. Our site was tight for our 35' TT. We backed into a cedar tree at the back trying to clear the power pole on the driver's side while leaving enough room to open the 20' awning on the passenger side, which barely fit. Our rear stabilizers were off the pavement, but on rocks. Most of the sites on this side of Live Oak loop. have trails leading to the river. But most meet up together and once you get the river there are only a few access points due to 5-6' cliffs. The best access site was behind site 360 which lead basically straight to the river and at that spot on the river there were plenty of deep 6-7' holes to swim in. The other entry point was a more official trail by site 332. The river was low as to be expected for West Texas in August and the current was non-existent. In fact we had winds for two days that pushed us up river. After looking at various spots along the river this was probably the best water in the park unless you want a lot of people then go to the Pecan Grove area where the Boat House and dam are. But that has the private campground on the other side of the river also accessing it.
Most of the activities had switched to their fall/winter hours the weekend before we arrived. The dances shut down until next year and it was tough to find the candy store/miniature golf stand was not open except on the weekend. Though some of that is due to lack of staff with kids going back to school/college. The nature/education center had crummy hours that weren't posted, we just had to keep going by. The nature trail next to the center was overgown and in poor shape. The park store was well stocked with groceries and everything in between. The Pavilion Gift shop was nice and served as the miniature golf check-out stand. The ice cream shop was worth a stop. The Grill only appeared to be open during the weekend and we did not try it out. We did not try the boathouse, but it also seemed to have crazy hours.
The Frio Canyon Trail was an easy mountain bike ride and enjoyable, even for a late 50's guy in average shape. I saw a flock / gaggle of turkeys on it. Found out later that one of the park staff was feeding them every day (what happened to leaving wild things wild?). The Old Entrance Road was a tough climb by bike, but a quick descent. Old Baldy trail was as challenging as advertised. I wouldn't do it with small kids or folks not very fit.
Outside of the park Utopia wasn't really worth the trip and Leakey was your best choice for gas (Stripes), food, restaurants, and booze.
Forget about Verizon service.

Old Baldy trail is a must. We were able to take wild horse creek trail, Foshee trail, Polly trail and Bridges trail on one of our hikes. It was a total of three miles. From Polly trail we were able to see Old Baldy and the river. Beautiful. We stayed in Shady Oaks campground and it was a pull through with full hookups. The campground restrooms are super clean and have air conditioning. Wow what a plus. We paid 174.50 but we had guests come and go throughout our stay. 8 adults and 3 children and 5 vehicles. Everyone paid their share. Lots of FUN!

This is a very nice park. The old section has lots of amenities and access to the river. It also has lots of shelters and cabins and day use areas that are attractive to large groups of people. If I return I’d stay on the other side of the park in the Rio Frio area. Not as large of trees, but seemed much less crowded.
The trails were fairly well marked and accurately described. I found the vistas to be okay. Don’t expect spectacular.
WiFi is only available at the visitor’s center, where there were also outlets to charge devices.
I was expecting more given all of the fave reviews. I’d say it’s a great spot to bring lots of kids. Fortunately the nights were quiet.

Public bathrooms were very dirty, to the point that you could not use the toilets in our camp area. Made me question who exactly would leave them in that state.
There is zero Verizon service in the park. The reviews are incorrect. You will need an ATT or Sprint hotspot.

The RV sites, in the Frio loop, were good enough, even though the dirt/asphalt pad was not well maintained, they were mostly level. We had water and electric, but no sewer. The park has a couple of dump stations that are easy to navigate.
One of the issues my wife and I had was the lack of any clear direction. It's difficult for me to explain what I mean, but the park is so big and has so many trails and things to do, it wasn't easy to determine what was worth doing vs what was not. The visitor center is more of a retail shop than it is an actual visitor center - you know the kind that exists to help visitors with creating an itinerary. And we weren't the only ones to think this, we met some other guests, who approached us to tell us that this was their visit and to ask what they should do ... and this is after they left the visitor center. We were just as clueless as they were.
Regarding cell service and wifi - Verizon is non-existent in the park and for miles and miles outside it. The rumor is that ATT is slow but has the best coverage in the park. The ranger station has public wifi that is good enough, but I can't recommend it for a zoom meeting. Best bet is to assume that your phone isn't going to work well (or at all) so make sure you plan your itinerary before you get there.
Regarding activities, hiking is one of the primary attractions, since there's so many trails through the hills and culminates in the Mt Baldy climb. We really enjoyed hiking the trails, which definitely had some challenging parts through the hills. There's a small cave that is worth the hike just for the beauty of the area and the challenge of the hike. The river is also another primary attraction, it is beautiful and looks to be a ton of fun - for swimming, tubing, paddle-boating, etc. The park also has a miniature golf course and a restaurant. The park store also is very good with lots of options.
As for mountain biking, as a mtb enthusiast, I wasn't really impressed with the trails, though I only had a chance to ride a couple of them. The trails weren't very challenging or exciting, one was just a dirt road, but the area is beautiful and part of the trails run along the river, so I did enjoy them. But I wouldn't call this an mtb destination park. This park is more about doing a variety of fun activities with the family, and less about biking.

We made our reservations during spring break AND as campgrounds were starting to shut down because of Covid-19.
Campground is easy to navigate & is big rig friendly, super spacious sites. Check in takes a long time, ever with reservations. There was no Verizon coverage in the park and because it was spring break, they party started at about 9pm. We had to ask the people next to us to please turn down their music because we could hear it inside, over our TV. They did turn it down but they were very rude about it & they were old enough to understand camping common courtesy. We packed up the next morning & left, we didn't even try to cancel. We have never experienced such inconsiderate behavior from Texas locals....
