I can’t find any oceanfront spots all year in 2021, been looking for weeks, does anyone know why?

We stayed in Resurrection South campground. It is a crowded gravel campground typical of AK RV parks. The gravel is mixed size and sticks to your shoes when it is wet, so it is easy to track into the camper. There are not enough showers and they aren't particularly clean. The floor is bare cement and always wet. Same with toilets. These server a pretty large number of campsites (I would guess more than 100). So, it is good to get a shower at off peak times. Otherwise you have to wait.
Cell service (Verizon was good). The views of Resurrection bay were good (except that it was a bit rainy/foggy for a few days). I saw 6 eagles one day and 2 another in the campground, with two each of those perched in trees very close to our camper. Sea otters were visible right off the beach. It was about 0.7 miles to walk to the harbor and less than that to walk the downtown (near the sea life center). Safeway was 1.4 miles.
I might stay again because of the location, but they should really upgrade the facilities or reduce the price.

they were nice with hot water.. you buy token outside the door to use.
Tokens are a dollar each and it take 2 for a 7 min shower..
the bathroom has toilets adn sinks as well.
the campground "Alice" was a bid gravel parking lot near the creek crossing that was a hive of activity at high tide with folks trying and some actyally snagging salmaon in the mouth of creek to bay.
the area is quiet and wellish lit but not too bad condisering it almost never get dark. here in summer.. :)
you are close to the dock and shops and can watch the fish come off the boats. that is a lot of fun to see as well..
all the waterfront campground serve a purpose putting you close to the action and shopping etc.. Safeway is not far with lots of items, Exit Glacier is down the road and a great visit. there are some nice boondocking spots on glacier road on the left as you are heading to the NP.. look for paved turn off with two big boulders and road path to the right side of them going back to a large area..
it not on campendium (yet) so check iOverLander app.. it's called "Glacier Road" we drove through today and it was nice.. lots of space and not too rough.. sorta like BLM land around quartzsite. Good for starlink as we saw several on them around.
THere were some local out shooting across the river as well.. not sure how often that happen or for how long. Our friend boondocking there was saying it started about 30 min before we arrived at like 3 pm on a fricken tue... GET A JOB.. :)

Showers were filled with trash, water was a few degrees above freezing. You can park for free across the lake and there are no hookups here so as far as I'm concerned the shower is what you're paying $40/night for.

We spent two wonderful nights in Seward at the Marathon Campground, site 825. All the conjoined Seward Municipal Campgrounds are BUSY, especially on the weekend and due to the fact that the sockeye salmon were starting their run. Our site backed up to the water and the view was gorgeous! The sites are tight though and hopefully you are parked next to neighbors who you like. Seward is incredibly walkable, with lovely restaurants and coffee shops. It was one of our most favorite stops on our Alaskan trip! Tips: Definitely spring for a Kenai Fjords tour!! We went for a dinner cruise and saw humpback whales and all kinds of sea life as well as mountain goats! We also booked a sockeye salmon snagging trip with Adventure 60 North. It was an interesting experience (we'd never snagged fish before, but our guide was good and we caught a couple which we grilled at the campsite)!

We usually do not reserve ahead of time. However, online we saw a waterfront, end site that looked appealing in the Iditarod Campground (one of 6 camping areas under the heading of Waterfront Park Campground) and so we did book before arrival. All sites must be booked online, there is no pay station or camp host. I would suggest if you see there are plenty of sites online, wait until you arrive to book. This way you will get a better idea of the camping area, some sites are better then others. Sites near the skate park where noisy with skaters, for example. Handicapped sites were rarely taken.
All the RV camping areas are just a parking lot and they are very particular about their parking configuration, which is different then what is standard. It was difficult for us to comply, since we were traveling with a truck camper pulling a utility trailer. We had a note on our door the next morning with our parking configuration violation checked. The note also stated that utility trailers were not allowed (not stated in their list of rules when booking). Our alternative was to park our utility trailer on the street. We complied and hoped it would be safe, and it was, although we worried about it.
Do to our location, there was a lot of foot traffic right though "our" camping area, weird. The Iditarod Campground was definitely windier then the other camping areas and further to the 1 restroom. Trash was available, rock fire pits, no tables. The dump station was inadequate for the number of campers here. Cell service was better here when there was a cruise ship in town verses in the other camping areas. There was a free shuttle that would take you to town.
Overpriced for dry camping at $40 per night, but there are no other options if you want to stay near the water and town.

The bay sites are on a spit, the city reclaimed after the earthquake and tsunami. They are all in the tsunami zone. I don’t know if they tell campers that or have a waver. The views are only great if the weather is good. If not you are exposed to everything the weather brings. The 2 days we were there, rain, rain Rain.
