I found the place by accident. I was on I-10 and saw a sign for the Texas state university Observatory. TX-118. The rest stop is about 1 mile from the Observatory entrance. From what I discovered is this is a great place to take night photos of the stars.
It’s nice and flat. Has a picnic table barbecue and trash bin. There is enough room for a couple of trailers.
You may think being next to the road would have lots of traffic. But I literally counted 10 cars in 24 hours. The most noise comes at night from coyotes and pigs that run the area.
If you have a cell booster just point the antenna to the university and you will get signal.
