Both back up to water, and would be more level than 12,13,14. I stayed in 15 and did not use my levelers. 16 is also a good sight. Hope this helped you out.

If memory serves me, these sites are fairly level. I stayed in B loop in the fall in 2 different sites. I think the entire loop was basically level.

I was in site 14. If you follow the link above the the recreation.gov site, then scroll down and click on "map" you can zoom in and see where the sites are. Site 9 does appear to backup to the water. The description may include something about the grade.
