I spoke with the BLM ranger today and there is a free California Campfire Permit good for one year that you should have for any fire. You can sign up online with BLM or get one from a ranger. I'm not sure they care right now if you have one but it may be the expectation going forward for any BLM or nation Forest land if you want a fire.
