Question about Skyway Bridge North Rest Area

I am reading that no overnight camping only up to 3 hours however then I read a review that it was a wonderful place and they stayed two nights... Just wondering the details

I guess it just a matter of parking and get lucky no security or FHP gets one kicked out of there.
