Schnebly Hill Road via I-17 is the only safe way to access the dispersed campsites. The road is well maintained and should not be a problem for you. However, do not attempt to go beyond 4 miles because the road is very narrow and extremely rocky. There are plenty of campsites within the first mile where you could turn around if you needed to.
