When I was there last May the sites were dirt

The sites are dirt. They are very level and nice as is the rest of the campground.

They are gravel ... this is a really nice place to camp and central to visiting Mt. Shasta, etc. Some of the sites are a little awkward to enter/exit ... you are camping with trees all around ... I remember the WiFi was pretty good, also.
