There's free dumps with non-potable water at Speedways up in Flag. Or you can get two dumps with potable water for $15 at the Flagstaff KOA.

I wish I could help you, but we were not able to stay at Pine Flat due to the size of our fifth wheel (30 ft), the compactness of the site we had reserved, and the absence of a site manager. The sites are very tight and there is minimal space for backing a trailer into the sites. The traffic and mass of tourists in Sedona were a bit much for us. On the other side of the ledger, the campground area was gorgeous and the rocks at Sedona take your breath. away.
