Yes, you can make reservation online (advised); we did, and on arrival someone was there assuming it was open, we let them know we reserved, they did politely leave.

Yes, all the sites in Tate's Hell are reservable. Use the link provided in the listing. You can pay when you show up as well (you'll need a cell signal) but if someone is on the site then you'll need to find another.
