Are the sites big enough for a 44’ toy hauler

Yes many are, but some aren't. Recreation.gov lists the pad size, but most have a much longer driveway increasing the total length. We have stayed there several times in a 43 and 45 motorhome. I was in a typical site with my 40' Class A and an F150. Plenty of room.

Right now only the west side of the campground is open. On this side, your choices to fit a rig (and tug) of this size would be the pull thrus and any of the sites not on the river side (47-51). On the river side 34 or 35 would work. Be aware on the west end of the park, the view of the river is mostly obstructed by vegetation. In my mind that makes the non-river side preferable, especially in the summer, when your seating area will be in the shade during most of the day. On the other side of the park, almost all of the larger sites are also on the non-river side. On that end of the park, river views are not obstructed.

Some sites are and some are not. When you go to make reservations online make sure to check out the description and photo of each site before making your choice.
