No. You are outside the park. It's just north of the entrance. You'll see a road on the left with towers and a square building. Turn in there. If you pass it there is a wide turn around area just before the park gate.

No. It is free Buffalo Gap National Grassland land. It is about 1/2-1 mile from the National Park entrance. You will need to pay to enter the National Park.

It's just outside the entrance to the National park, so no you do not. Camping here is free. And highly reccomended!
