We just returned from Mather. The campground was pretty empty. They will start limiting sites after Thanksgiving. But, in talking to a ranger, she said the park is at about 40 percent capacity because COVID is restricting international visitors from entering the US. Apparently, that is who usually comes to GC in the winter. Hope that helps.
