Yes, but you can only get back on the e/b I-10. You will have to go East one exit before going w/b again. Easy to do. I have done it and will do so again.

It is off the eastbound lane but there is an exit westbound that allows you to loop right back on the eastbound side. Very easy and a spectacular place.

No, just a short way past (going west) there is an exit where you can turn around to get back to the rest area.
