Is the gate closed on an annual basis during the winter? If so, what months? Is it possibly closed for migrating birds?

It is opened now. have never seen it closed? we are camped here currently.

They told us (09-2019) the gate was closed due to polution of the lake. I have not been there since. If I read younger posted comments the gate might be open.
