It's a patrolled wild life preserve. Doubt it. There's a road for vehicles. Sometimes it is washed out.

If you are an out of state resident of AZ you need an AZ OHV permit which you can get online. All OHV's have to be insured and street legal for AZ. All drivers must have license and you MUST stay on designated roads, no off road driving is permitted. Check out Kofa's website. You can get permits at the AZ Game and Fish website.

Every day I saw several side br side ATV riding all around the area, though I did not look to see if they were street licensed.

If you mean the actual canyon where the palms are, no. There is a foot trail to a place where you can see them. Actually getting to them would require a lot of effort.

There was plenty of folks there with jeeps and OHV. Some areas displayed signs no off roading so be aware where your driving
