There is no “wow” factor to the setting of Headwaters. However, you are still in beautiful country and in a great middle spot with amenities between Teton and Yellowstone.
They assign a spot at arrival. We had a nice level pull thru site. We had a nice amount of outdoor area. Everything was a bit sloppy due the the snow fall, but not horrible. The bathhouse was clean, but dated. They did have a camp sink outside for cooking clean up.
The campground was quiet and seemed to attract a more laid back clientele than Colter Bay. Numerous people we talked to had been there for awhile. We saw more dogs there than Colter Bay.
There are hiking trails coming out of Headwaters. I took a hike down to the Snake River.
While not cheap, this is a solid option for the area with hook ups. You have to go to the lodge to get any cell service. The laundry was next to the check in and was fine.

We left early due to a power failure in the park and I was done having no cell service. They didn’t seem concerned about the failure and said it would take at least half a day to repair. The campground has a lot of tall pine trees which after 3 days I realized I like more open, sunny campgrounds. Sewer connection is too high and our site was not level. When we go back to the area, we will stay elsewhere.

The best part for us was having full hookups while being right next to Yellowstone and the Tetons. We enjoyed being in the northern end of the Tetons away from the large crowds near Jackson Hole and Colter Bay. No cell service, but that is to be expected in National Parks. There was a hike down to the Snake River right off the campground, too! We didn’t use it, but there is a laundromat in the campground and there is a small grocery store at the lodge. There were lots of families with kids, so it got a bit noisy at times, but it was very quiet at night.

However the price is just too high. It is all about location and this campground is right between Yellowstone and Grand Teton. The one kicker (good or bad) there was absolutely no Verizon cell service. Showed on screen as No Service.

We stayed 2 nights here because everything else in the Tetons was booked solid...thanks to covid I think everyone (including us) is taking road trips to try to get away from people and be outdoors. The downside is that it makes the more touristy areas very full. We didn’t enjoy the price (way too spendy, imho), the campground was resoundingly meh, but it gave us a place to stay to enjoy the absolute beauty of the Tetons.
The meh:
The campground area is pretty much dirt so there’s a lot of dust when yahoos don’t drive slowly through the area. The spaces are close together, we strung a rope and hung up a tarp and some beach towels for some privacy. Our space was right next to the restrooms so people tended to just walk through our site without much care of privacy or personal space. And, you’re at the very north part of the Tetons park so you have to drive south about 15 minutes if you want to go to Colter Bay Area or other main trailhead spots. Oh, and the mosquitoes are huge, operate at all hours (got bit more in the mornings, weirdly), and have a ferocious taste for blood.
The not so meh:
The staff was really nice and helpful. There is a nice river access area very close to the campground entrance. And, most importantly, it was a place to use as a base for some really gorgeous hikes.
All in all, it was ok but spendy, the saving grace is the ability to stay in the area.
And there is no service except for a blip here and there along the drive through the park. The campground has zero service.

Cabin was expensive and beds were uncomfortable, but the room was clean and the views from our cabin were amazing. Would probably not stay in a cabin again, but would come back for an RV site. Food at the lodge was very good and the store was reasonably stocked. Gas station on site.

It is just minutes from the south gate of Yellowstone. There is a gas station and store, clean water, dish washing stations, good showers with warm water and pull-through sites. However, it is very expensive and a little crowded. If you don't need all the amenities there are free options nearby that are a lot of fun.
