Yes they are but they have a reduced number of campsites that have water turned on (heated pipes/spigot). Recent years have seen an increase in folks staying through the winter so there are times where full hookup sites are not available. Some of the cabins are open and you may be able to dry camp at sites where the water is off. But they do not plow the roads in those areas.
