We were just there in July 2023. The dump station right outside the campground (on 66) is open and functional. You could still use a dump station at Stillwater campground though (we asked the host there).

It is out of order. You can use the dump station at Stillwater but as of 9/30 the water is shut off all over the grand county region for winter
