Are there any ebike trails (paved) nearby?

Not really. The roads around the campground are paved and quite lengthy. The road outside the campground doesn’t have a lot of traffic, but doesn’t have paved shoulders.

Paved trails? No, absolutely not. Dirt trails? Yes, in abundance. If you're trying to ride casually, the roads around the campground are all paved, but narrow. The main roads are bicycle friendly, but there are no shoulder/bike lanes and can be quite busy during the day.

The only paved areas are in the campground itself, and the main road that heads to Saguaro NP, but there’s no dedicated bike path. There are mountain bike trails, but depending on what kind of ebike you have, it may not be feasible to ride on them.

I don't believe so. You would have to drive to get to the bike loop that goes around Tucson.

The hiking trails from the campground specifically say no e bikes, although there are paved roads within the campground and as well as roads leading to the campground, but the roads outside the campground have very little shoulder.

Depends on how you describe an ebike trail. There are loads of trails through the park mostly unpaved. I ride on dirt all the time with my ebike so this works for me. If you want a paved bike path, they are in the local area. As well, you can ride around the paved parts of the campground. I do not think there is anything set aside for ebikes specifically.

No. The road for the the campground is the only paved areas other than the road leading to the campground that is. There are dirt trails around the area that are packed and not difficult and unpaved service roads than can be ridden also

Not that I recall. I rode my road bike from the campground on the same roads that cars drive on. I did not have a problem with the cars, though it was several years ago. And I rode my mountain bike on the single track dirt trails that you can access from the campground.
