I camped there many times prior to getting a trailer. I believe they did have one at one time, but not anymore. A quick search does not show a dump station on Rec.gov, including many other review sites and site maps I've looked up. I would call (530-544-0426) to be sure, but based on my research, there isn't one available and prepare as such. There is most likely a paid dump at Camp Richardson right off the main road.
