We stayed in one of Emigrant SP’s FHU sites (30 amp), and while our site was long enough and pretty easy to back into, the sites vary significantly. All of the sites are fairly narrow and the pads tend to be pretty crumbly, cracked, and uneven. I would guess this is an older park, and Google Satellite and Street views proved quite helpful for selecting a site. The CG is pretty, full of mature pines, and offers a nice nature trail (however, a little rain easily floods the trail and where it’s not flooded, it’s muddy). As other reviewers point out, the highway is right there, and there was a fair amount of daytime noise. However, we didn’t find it to be that bad and enjoyed a pretty quiet stay. While this park is easy to access, it’s not terribly close to town, ie. gas or groceries, but Verizon worked fine without the booster. We would stay here again, despite being a bit pricey at $37 a night +$8 booking fee.

We found the last open hookup site without a res, for a quick overnight stay. There are only a few FHU sites and they seem to all be closest to the fwy, and the noisiest. Nice campground in the trees, but I would only stay again as an overnight stop. Too noisy to really relax and unwind. Good Verizon service.

This is a beautiful campground. However, you depend on solar to recharge, too many evergreen trees. Plus lots of highway noise from I84. The rest stop in Ontario, OR was quieter. B03 and B05 are close and due to the angle of B05 I thought a large 5th Wheel was going to back into me after dark.

This campground is hard to review because it really is a beautiful, wooded campground that's extremely convenient when traveling along I-84. The sites are a decent length and fairly level, but some are at the wrong angle to the road for parking easily. I think there are 16 full hookup sites here, and 5 of them are available year-round, though the water is shut off at a certain point. (Water is available at the restrooms year round.) Most of the sites are incredibly shady, so I don't know how much sun solar panels would get in one of the non-hookup sites. While I didn't go in the bathrooms or showers, it was nice to see that the showers here are accessed individually, which is always a nice safety feature. There was one camp host onsite when we stayed (9/30/21-10/2/21), but it appears there are normally two. This little park sits right along the route of the Oregon Trail, and during the summer months, appears to have ranger talks. Wood is available for sale for $5 for a cart load. This is a smaller park without a check in kiosk, so make sure to know your site number if you have a reservation.
But, as everyone else as mentioned, the convenient location comes with road noise. A lot of road noise. While we could hear the noise when we were in our trailer, it wasn't terrible. But it was very loud when we were outside and sitting outside wasn't all that enjoyable. Some of the sites literally back up to the Interstate and you can watch people drive by as you sit at your site.
We had noticed a few people with their hoods propped open, so we asked the Camp Host if there was a packrat issue. He said, "Oh yeah, they're terrible. I've worked here for a long time and am on my fourth truck. This is the first one they haven't gotten to yet, but I do have one somewhere in my trailer making a mess of things." We popped our hood in the evening to deter them from settling in and had no issues. I just thought I'd mention it because I didn't see the issue referenced here or in any other online reviews.
I wanted to rate this campground higher because it IS beautiful, but between the road noise and the packrats, we wouldn't stay here again, therefore I couldn't go higher than 3 stars.

Based on some reviews reporting freeway noise and my own preference for more a more "roughin'-it" camping experience, I honestly wasn't looking forward to spending my mini-family reunion here. It turns out the my kids loved having showers and flushing toilets! All of the cousins, aunts, and uncles enjoyed Ranger Diane's weekend presentations at the amphitheater - one on area wildlife and another on Oregon Trail history - as she's an engaging story-teller. And although the freeway noise was hard to tune out, I did get restful sleep overnight, (even as a tent camper), and was impressed by how quiet the campground stayed over a weekend. (No rowdy campers drinking and yee-hawing at odd hours!) Finally, I use AT&T and was really happy to get a connection so that I could check in with my pet sitter. :-)

The downside is that it is VERY close to the interstate, and the road noise can bother folks who are sensitive to that. For me, it sounded more like "wind through the trees" and less like the typical "rest area" experience. For my partner, not so much.

The sites are nice, the setting is beautiful, and the camp host was very friendly and helpful but the freeway was only a couple of blocks away and way too noisy. There are some nice trails that take you away from the noise.
