If/when we go again, we would stay at Bear Paw II, an adult only and on the sound campground.
Also dont expect much out of the cell service, while you will have 5 bars of 4G/LTE, it is TERRIBLE... but thats not the camgrounds fault... its all of Valdez that is like this.

If you're looking for a full-hookups park that is convenient to what Valdez has to offer, Eagles Rest is a decent choice. The views from literally anywhere in town are good, so don't worry--you'll still see glaciers!
My biggest gripes with this place were just that the sites were narrow, and that our internet signal was pretty shoddy (more of a Valdez problem in general).

This is the first campground with full hookups we've stayed in during our three month trip to Alaska and we simply felt like splurging for the long showers and not worrying about our tanks for our week in Valdez. The nightly rate is about average in the state for full hookups from what we've seen, and usually for much worse places than this. We looked at a couple parks near Anchorage for $50/night where neighbors' slides were almost touching - no thanks!
This park is still just a giant gravel lot, but sites are spaced apart reasonably well so that you have plenty of room for even opposing slides and decent outdoor living area. There are picnic tables at every site, and a grassy tent area in the middle. Behind the campground is a nice grassy off-leash dog area (not fenced though) and some trails leading to a city park with playground. It's nice to be able to get away from the gravel and walk around the lush area at the base of the mountains within a few minutes' walk.
We'd recommend the back-in sites along the woods if you can fit - they look to be around 35' max - and you'll have people on both sides of you, but no one behind you and you're also farther from the main road so less traffic noise. The sites in the low 300s are right across from a wi-fi repeater, so you'll have decent internet too if it's not being clogged up by over-use. When it was working well during the weekdays, I clocked 8.9 Mbps down and 1 Mpbs up, with a 34 ms ping. During the day when many people at the campground were sightseeing or working (quite a few military and permanent residents) we were able to work consistently using just the park's wi-fi. I wouldn't depend on it, however. Verizon has been similarly fast here in Valdez, and AT&T to a lesser degree (186 ms ping and 3.2 Mbps down).
There's also a fish cleaning station, discount tickets in the office for area attractions, restrooms with unlimited showers, gas/diesel/propane, laundry, dump station, cable tv, and a 24-hour convenience store out front. There were flyers in the office for at least two different dog walkers who could come to your RV while you sightsee on wildlife cruises or take a ferry to Cordova.
