Question about Desert View Campground

I see people mentioning fresh water at the Desert View campsite. Is filling the RV’s water tank possible/allowed?

A sign near the spigot says "no hook ups." We keep a couple collapsible 2.5 gallon jugs with us and used those to carry water to our van and and top off our fresh water tank. The spigot pipe isn't threaded. It's mostly for refilling drinking water vessels and, for tenters, water to do dishes.
