Looking to plan a weekend trip, where is the closest or best place to fill my fresh water tank before entering the beach and dump the tanks after leaving?

I'm late to the party on this but we filled with water a Bolivar Peninsula RV Park for $10. We also dumped there after our stay for another $10.
