There is a state park next to the lake in the middle of town. You can drive in and dump/refill and they have dumpsters for garbage disposal. I think the fee was $20.

We have not been there in a couple years but we used to go to the Rotary Community Park in town and near the beach by the sand volleyball there was a water hydrant that people use to wash their kayaks and is where we filled our bladder.

“Sun water” corner of del rio lane and mesquite avenue in lake Havasu. $1.00 for five gallons (your own container or a small van could fit to fill directly). Also Lake Havasu State park but you have to pay $15 for a daily pass but it does entitle you to dumping/water privilege.
