As others said, it's just a very large dirt/grave lot surrounded by pipe fencing. That being said, it was largely level throughout and the views of the surrounding mountains were above average. Access was very easy right off of the highway. There were some small (think bottle cap) sized trash, but nothing crazy.
There is a moderate amount of highway noise.
While we were here, it was mostly multi-day campers. Everyone was largely considerate, though there are no generator rules. If they had one, they're running one even throughout the night and early morning.
The only amenity on site is a large dumpster, but Whites City is just down the road. Check out Rattlesnake Springs across the street while you're here.
Verizon speeds were excellent with 44 Mbps download and 18 up. T-Mobile was similar with 61/14. Speeds were obtained with a roof mounted Pepwave Mobility antenna.

We stayed 5 nights, and had some beautiful and quiet sunrises and sunsets over the Guadalupe mountains were nice. We did experience some high wind (30-65mph), not sure if this is a normal for the area or not. The main feature was the location, about 15- 20 minutes to Carlsbad Caverns, and 30 to some hiking in Guadalupe Mountains. We had great T-mobile & Verizon service, both of us were able to work with just T-mobile hotspot.

This was our first BLM site and we loved it! Large lot right off pavement, flat sites. Other campers parked around perimeter. Very quiet except for a few generators here and there as to be expected. Felt safe and will come again!

Felt safe and it was quiet. Nice star gazing. Carlsbad caverns was amazing. Guadalupe Mountains was fun too. Living desert and garden state park isn’t to far and worth the drive.

This location was pretty much right off the highway but not too close that it was noisey. We arrived around 8:30 pm and the perimeter was pretty full. We were able to squeeze in towards the back against the fence line. It was level and all gravel. Really close to the entrance to the caverns. Would stay here again.

We arrived in the afternoon with plenty of open space to choose a spot. There were several other campers there and we felt safe. No amenities available. There was a dumpster for trash which was convenient. Met several others who were all very nice.

The center is supposed to be available for parking, but it has gotten overgrown with some vegetation, so people are mostly parking on the perimeter. This campground is pretty quiet even though it is 1/4 mile from Hwy 62, just south of Mile Marker 9. We had strong Verizon signal and were able to conduct Zoom meetings and FaceTime video calls.
