NEW PRICING. CREDIT CARDS ONLY. The Roosevelt lake area is great and has been a getaway for us for almost 3 years. Single sites are now $20.00 per night with “double” sites being $40.00 per night. The rangers check each morning to insure payment has been made. Most single sites are narrow and many are roadside with minimal space for slides. There are no hook ups but numerous water spigots for potable water, a nice dump station and decent bathrooms. Our site, and it appeared many others were moderately maintained. We saw some trash and our fire pit was a mess. At $8.00 per night this was a very good location. With the new pricing we will not be back at the Campground.
The Ranger told us Bermuda Flats when it reopens 2-15 (it closes for bird habitat protection each winter) will still be $8.00 per night.

Great spot! Clean bathrooms. Plenty of room. Double spots are perfectly wide enough. You don't need two tonto passes for the double spots.
Views are great and plenty of room for a 30' 5th wheel to get around. Everything is on a loop. Water is close along with trash. No electricity but everything else is here

Stayed at Cholla Campground for one evening in the middle of February. Despite being more of a summer spot than a winter one, the campground's three open loops were mostly full. Generator rules weren't posted, and some ran generators through the night, which was a mild annoyance.
The biggest annoyance at this campground is the payment system. You need a Tonto Pass for day use and to camp...Federal access passes do not work here even though it's a Forest Service site. I'm not sure how they get away with this.
Tonto Passes can only be purchased at the Ranger Station 5 miles down the road (when it's open), or in a town 16 miles from Cholla Campground. So if you do not know to pick up a pass, you arrive unable to spend the night without driving another 32 miles roundtrip.
So, the campground isn't bad. Just be sure to pick up your pass before you get there.

We stayed here the last week of October 2015 and only four loops were open. The lake is at 39% of capacity and the boat ramp is closed. Most other campers are down at Windy Hill. This is like being in a ghost town with running water, solar showers, RV dump...etc. With your Senior Pass you get the $3 rate which is amazing for the benefits of this campground. Plus, you can stay here from 10/1/15 until 3/31/16 for as long as you want for the $6 or $3 whichever applies to you.

“Decent & Super Cheap”

We were looking to get away from the heat of Phoenix, so we drove up to Lake Roosevelt. While not incredibly cooler in temperature, it was a nice change of pace. We were at the back of one of the loops, so we had a decent view. Loved walking the trails, and exploring nearby Tonto National Monument.
Currently Wandering would stay here again

The price is cheap enough to still be considered "cheap" ($6 per day Tonto Pass required, no additional fee for camping) yet you get a proper camp site with trash, nearby water (not in each site), shaded picnic table, fire ring, bathroom, luke-warm ... more
Cholla Campground (Staghorn Loop to be specific) has proven to be a great spot to camp. The price is cheap enough to still be considered "cheap" ($6 per day Tonto Pass required, no additional fee for camping) yet you get a proper camp site with trash, nearby water (not in each site), shaded picnic table, fire ring, bathroom, luke-warm showers, and enough privacy to make it all worthwhile.
I happened to camp in the loop in which the showers were out of order, but that meant I almost had the entire loop to myself. The next nearest showers were only another 100 yards down the road so I was happier with the privacy. Most other loops were full or nearly-full and they felt a bit on the crowded side because of it.
Don't concern yourself about finding the spot with the best view as all are equally mediocre. None give a big view of the water since it has receded back so far. The sites vary in size and configuration so make sure to drive (or walk) your loop a time or two before deciding.
Some generator noise (as expected) and you can get some big boating parties late in the evenings on the weekends.
