Yes. This is a huge campground. The #1 thing I saw teenagers doing is hanging with other teenagers camping in the park. KOA has a game room but was closed for COVID. All outside activities were open, like basketball, bounce bag, pool etc. I saw small packs of teenagers roaming together on motorized scooters and hover boards. Older teenagers were cruising around on golf carts. As far as safety, this part of the OBX is all about family. Family beach rentals, family campgrounds etc. No big Myrtle Beach or Panama City condos with drunken "kids" partying. Take the grandkids. You wont regret it.
