It is VERY hard to find a place to boondock in Portland. They have restrictive, archaic attitudes toward homeless people, and these attitudes consequentially mean that anyone seeking to overnight in their motorhome, fifth wheel, van, trailer, etc, even if it is fancy and brand new, is out of luck. The police have been quoted as saying, "we can't tell the if you are homeless or a tourist, so no one is allowed to park here."
When we arrived in Oregon, it was Spring, 2018. There was still deep snow in a quarter of the state. We quickly learned it was expensive to stay in the state parks, and many of the state and national parks were we hoped to stay or thought we could stay ended up being blocked by residual damage from last year's fires/mudslides. Then I remembered our Good Sam membership and that we passed a Camping World.
Parking is allowed overnight. You will need to stay connected, and this is not the sort of place I recommend putting out your slides and having a picnic. Others have suggested that you arrive at the end of the business day and leave around the time they open in the morning (8am M-Sa, 10am Su). We followed this suggestion with good success. Of course, if you need to shop or have work done, certainly come earlier or stay later.
There are two power sources in the parking lot. We were not able to use either as people were parked in front of them. There is a dump station in the parking lot. I believe there is water to assist with the dump station, but I didn't see any potable water.
