Is this dump station open to empty camper black tanks during the winter months?

Answered on 12/18/2019:

It was open on November 27th when I dumped my tanks for the last time before heading south. There is no water for rinsing due to cold weather. I made sure my gray tank was plenty full to rinse hose as best I could.
