Best advice is to go with empty tanks and full of water. You can ask one of the many RV parks on Galveston Island and Crystal Beach to let you access their services but it will cost you probably about 20 to $30

I went to a nearby RV resort. Can't recall the name of it. They charged $20 cash to dump and fill.
