Nope. You cannot stay in the reservable sites without a reservation (e.g., even within the five day window). So you are left in the small number of crowded, noisy campsites that are never reservable. This is obviously not what is stated on the Forest Service website, nor is it the practice at other FS campgrounds.
The reservable campsites were, in fact, beautiful, but we couldn't stay there, even though there were many, many available on the days we were staying.

Stayed here in early January 2023. Apparently, the first year it's been open for winter camping. The secret is clearly not out. Been here for multiple days and are the only campers. Several Owls on the prowl every evening which is pretty cool. It's 15 minutes from Snow Basin and close to several other hills. There's a water spigot by the office and several pit-toilets that are fully lit-up at night (since they're frozen they don't smell bad!). Otherwise, no services. The cell reception has been consistent and good enough to stream netflix. It's been snowing for three days and every morning the manager (shout out Bob!) has been up clearing snow bright and early via truck and bobcat. For 22 bucks a night I don't think you can do better. They can definitely accommodate some fairly large rigs, but not recommended for high-maintenance and/or squeaky-wheal types. If you want cheap beer, cheap burgers, cool people and just the right # of f-bombs, I'd also recommend Shooting Star Saloon in Huntsville for après.

Beautiful area and lake. However $30 feels a little steep for no hook ups at all. It was a nice stay though and I enjoyed walking down the water. Picnic table and fire pit at each site.
If you're in the area, it's a good choice for a couple nights.

This is a sad lake, with receding water levels, but people still insist on racing around it in wake boats and jet skis. The sites are level and spaced nicely. It is a real big RV/big family campground, so not a place for peaceful reflection and solitude, but folks are friendly.

We arrived on a Sunday in September when the campground goes from reservation only to first come first serve. We were greeted at the front entry gate by incredibly friendly employees who assigned us site 47. We didn't get to pick our site, but the ladies worked hard to find us a site with a great view of the lake. The sites are a mix of single and double sites and mostly well spaced. They have an asphalt pad with concrete around table and fire pit.
Our site price reflects the senior pass discount. cell phone service was pretty good on both AT&T and Verizon (no cell phone booster). 27Mbps up and down on AT&T and roughly the same on Verizon.

No electric!! So generators hummed constantly from the few rigs around. Water and dump onsite. Friendly hosts.
Ogden will leave much to be desired but is the closest city for groceries and beer. Stackhouse Pizza and Subs is worth the drive. Utah has ridiculous alcohol rules so BEWARE my fellow beer lovers. BYOB.
