It’s a massive area to camp so I don’t think it would ever run out of space. But the best spots on the waterfront do go first. You can snag a spot by arriving mid week.

It is FCFS. When you pull off the highway there is a driveway with a mailbox. It has envelopes to put your payment in. Drive down by the river and choose a spot.
